"It does," Adrian said, then amends, "it should." He couldn't speak with authority on the matter, of course. "All magic comes from the great cycles. Life, death, the seasons, the weather, the phases of the moon, the orbits of the earth and sun - they all turn and spiral through each other, and that movement creates magic. Why should a city be any different? If cities can thrive and if cities can die, I can't believe that don't have cycles."
